New Updates (7/17)

  • Extremely heavy construction continues on Northshore Dr. which will continue to make access to homes difficult over the next 3-5 days. Through July 21st, access will be allowed on a case-by-case basis with an escort. To arrange an escort, please contact Police Chief Rich Headid at 712-253-6278. You can also call City Hall at 605-232-4276. Access will only be allowed by foot traffic and no contractors or vehicles will be allowed in the impact area on Northshore Dr. This does not apply to Penrose Dr.
  • On Northshore Dr., construction on the water main and storm sewer crossings is occurring. The water main completion is expected the week of July 22nd. The storm sewer construction is underway.
  • Police reminds people that they should not be wandering around the impacted area. This is important to continue protecting people and property.
  • FEMA will be here the week of July 15th. Their Individual Assistance team is making assessments on private property this week. The Public Assistance team will assess public infrastructure the week of July 22nd. It is anticipated that the Governor will sign a disaster declaration the week of July 29th.
  • The City will be making water and sewer connections directly to homes marked safe (see attached list) in approximately 7-10 days. Homes marked not safe will be connected on a case-by-case basis.

Incidents Objectives:

  1. Provide for the safety of personnel and public
  2. Continue infrastructure restoration
  3. Continue law enforcement control patrolling and create relief plan
  4. Assess donation and volunteer management
  5. Continue planning for debris management
  6. Provide timely and accurate information to the public/new media and other agencies providing help.
  7. Provide controlled access to Northshore Dr. and Penrose Dr. See City’s website for the Northshore Dr. and Penrose Dr. access plan (plan in place until further notice).
  8. Allow and monitor for safety residential shoring operations.
  9. Plan for additional resources (recovery).
  10. Transition donation/volunteer mission from Izaak Walton to Senior Center.

 

Access Points:

  • Resident Access: A restricted access order remains in effect for the impacted area with limited access to certain streets beginning June 30th. Access is restricted to protect the lives and safety of residents, first responders, and contractors constructing critical infrastructure in the area.
  • McCook Lake Access: McCook Lake remains closed per SD Game, Fish, and Park

Donations/Volunteer Management:  Donations and volunteer coordination have been transitioned from the Izaak Walton League to the North Sioux City Senior Center located at 301 Military Road (Phone: 712-570-5424). The Senior Center was scheduled to be open for operations through Sunday, July 14th. Operations at the Senior Center have been extended through Thursday, July 18th.

Hours Monday the 15th through Thursday the 18th will be from 9am-4pm.

The City continues to express gratitude to Renae, the Izaak Walton League, Councilwoman Lynnette Hoffman, the ROCS program, and all the volunteers who put in tireless hours assisting with everyone’s needs from day one of this disaster.

Roadways:

  • A temporary roadway along Northshore Dr. has now been constructed. This temporary road will be used only by contractors working to construct critical infrastructure in the area.
  • Construction on a temporary road to the north side of Penrose Dr. was completed on July 9th.
  • Reminder that parking along Northshore Dr. and Penrose Dr. must be off street to maintain a safe area for residents and contractors.

 

Electric:

  • MidAmerican Energy (electric) continues to support the flood recovery operation.

Gas:

  • The gas line will be put in the ground at Northshore Dr. following the installation of the water main.

Water and Sewer:

  • Northshore Drive: Construction on the water main and storm sewer crossings are occurring. The water main completion is expected the week of July 22nd. The storm sewer construction is underway.
  • West McCook Lake Area (Suncoast, Martha, Evergreen, Spruce): Reminder that sprinkler usage in this area is not permitted. This is due to a lack of water capacity and the need to preserve water for this area.

 

 

Police:

  • Police continue to prioritize safety and security. Enhanced efforts are being made to further patrol the entire community throughout the flood response.
  • Police reminds people that they should not be wandering around the impacted area. This is important to continue protecting people and property.

Fire:

  • No deaths and no known injuries. Safety continues to be the top priority.

FEMA updates: FEMA will be here the week of July 15th. Their Individual Assistance team is making assessments on private property this week. The Public Assistance team will assess public infrastructure the week of July 22nd. It is anticipated that the Governor will sign a disaster declaration the week of July 29th.

Debris Management:

  • Dumping debris at the end of Penrose and at the school is free of charge.
  • Demolished structures (homes and garages) are required to go to a landfill and not the debris sites.
  • The Dakota Valley dumpster site will be moving to a City owned lot on the east side of the flood impacted area on Friday, July 19th. The location will be west of Exit 4 and north of Northshore Dr. A map of the exact location will be provided prior to Friday. The Penrose dumpster site will remain in its current location. The intent of the dumpster is for use by flood impacted North Sioux City residents only.

Game, Fish and Parks (Boat Retrievals):

  • SD Game, Fish, and Parks will conduct boat and jet ski retrievals on McCook Lake on Saturday, July 20th from 9am-Noon. See City’s website for more information.

Red Cross:

  • The Red Cross will be at the NSC Community Center (205 Sodrac Dr.) on Thursday the 18th and Friday the 19th to provide financial support to NSC residents impacted by flooding.

Other updates:

  • Some permanent reentries on Northshore Dr. and Penrose Dr. have begun. Permanent reentry is currently being determined on a case-by-case basis.
  • Planning is taking place for a FEMA disaster recovery center location.
  • A daily coordination call is being held between the City, County, and State to keep communication lines open and work together to solve problems for the community.
  • All operations and mission are pending favorable weather.
