New Updates (7/29)
- Extremely heavy construction continues on Northshore Dr. which will continue to make accessing homes difficult through Wednesday, July 31st. Access will be allowed on a case-by-case basis with an escort through Wednesday, July 31st. To arrange an escort, please contact Police Chief Rich Headid at 712-253-6278. You can also call City Hall at 605-232-4276. Access will only be allowed by foot traffic and no contractors or vehicles will be allowed in the impact area on Northshore Dr. Beginning Thursday, August 1st, it is anticipated that there will be expanded access to homes on Northshore Dr. This timeline is pending favorable weather conditions.
- Heavy construction also continues on the south end of Penrose Dr. It is anticipated that expanded access to homes on the south end of Penrose Dr. will be allowed beginning the week of August 5th. This timeline is pending favorable weather conditions.
- On Northshore Dr. the construction of the water main has been completed. The water main has been successfully pressure tested and water quality tested. Resumption of city water service will occur on Tuesday, July 29th by noon and will allow appropriate fire suppression in areas where city water service will resume (including the Dakota Valley School District). It will also allow for normal water usage (including sprinkler usage) in the area where city water service will resume.
- Beginning the week of July 29th, the NSC Police Department will begin installing fencing around the most significantly impacted homes. This was delayed slightly due to availability of material and weather conditions. Fencing is being done to protect lives and safety. Police reminds people that they should not be wandering throughout impacted area.
- MidAmerican Energy (gas) anticipates burying the gas main along Northshore Dr. tomorrow (July 30th). Anticipated completion is by the end of the week.
- Construction of temporary gravel access road on Northshore Dr. will commence tomorrow, July 30th with anticipated completion on Wednesday, July 31st.

Incidents Objectives:
- Provide for the safety of personnel and public
- Continue infrastructure restoration
- Continue law enforcement control patrolling and create relief plan

- Provide timely and accurate information to the public/new media and other agencies providing help.
- Provide controlled access to Northshore Dr. and Penrose Dr. See City’s website for the Northshore Dr. and Penrose Dr. access plan (plan in place until further notice).
- Allow and monitor for safety residential shoring operations.
- Plan for additional resources (recovery).
Access Points:
- Resident Access: A restricted access order remains in effect for the impacted area with limited access to certain streets beginning June 30th. Access is restricted to protect the lives and safety of residents, first responders, and contractors constructing critical infrastructure in the area.
- McCook Lake Access: McCook Lake remains closed per SD Game, Fish, and Park
Donations/Volunteer Management: The donation and volunteer coordination center at the North Sioux City Senior Center ended operations on Thursday, July 18th.
The City continues to express gratitude to Renae, the Izaak Walton League, Councilwoman Lynnette Hoffman, the ROCS program, and all the volunteers who put in tireless hours assisting with everyone’s needs from day one of this disaster.
Roadways:
- Construction of temporary gravel access road on Northshore Dr. will commence tomorrow, July 30th with anticipated completion on Wednesday, July 31st.
- Construction on a temporary road to the north side of Penrose Dr. was completed on July 9th.
- Reminder that parking along Northshore Dr. and Penrose Dr. must be off street to maintain a safe area for residents and contractors.
Electric:
- MidAmerican Energy (electric) continues to support the flood recovery operation.
Gas:
- MidAmerican Energy (gas) anticipates burying the gas main along Northshore Dr. tomorrow (July 30th). Anticipated completion is by the end of the week.
Water and Sewer:
- Northshore Drive: On Northshore Dr. the construction of the water main has been completed. The water main has been successfully pressure tested and water quality tested. - The storm sewer construction has been completed. The sanitary sewer has been completed. Service to the green flagged homes is anticipated to be completed Wednesday the 31st.
- Penrose Dr. The sanitary sewer was completed on the southern portion of the street. Service to the green flagged homes will be made beginning Wednesday, July 31st. Construction on the water will wrap up the week July 29th with service to green flagged homes to follow. Heavy construction continues on the south end of Penrose Dr. It is anticipated that expanded access to homes on the south end of Penrose Dr. will be allowed beginning the week of August 5th. This timeline is pending favorable weather conditions.
Police:
- Police continue to prioritize safety and security. Enhanced efforts are being made to further patrol the entire community throughout the flood response.
- Beginning the week of July 29th, the NSC Police Department will begin installing fencing around the most significantly impacted homes. Fire:
- No deaths and no known injuries. Safety continues to be the top priority.
FEMA updates: FEMA was here the week of July 15th. Their Individual Assistance team made assessments on private property. The Public Assistance team is assessing public infrastructure the week of July 22nd. Today, June 26th, Governor Noem formally requested a major disaster declaration from the President for 25 counties including Union County. See the link for the release.
Debris Management:
- Dumping debris at the end of Penrose and at the City owned lot is free of charge.
- Demolished structures (homes and garages) are required to go to a landfill and not the debris sites.
- Beginning on July 19th, the dumpster site located at the Dakota Valley High School parking lot was relocated to a City owned lot located at 20 Northshore Dr. See the city’s website for the exact location. Please refrain from all future dumping at Dakota Valley. The Penrose Dr. dumpster site will remain in its current location. The intent of the dumpster is for use by flood impacted residents only. Cornstalks are not being accepted at the dump sites.
Other updates:
- Some permanent reentries on Northshore Dr. and Penrose Dr. have begun. Permanent reentry is currently being determined on a case-by-case basis.
- A daily coordination call is being held between the City, County, and State to keep communication lines open and work together to solve problems for the community.
- Reminder to take precautions when working with any items which have been in contact with flood waters from McCook Lake due to contaminants which entered the lake during the flood event. Items which have been in the water should be disinfected and thoroughly cleaned. People working with items should wear protective equipment such as protective gloves, eye protection, and a mask.
- All operations and mission are pending favorable weather.
