- Residents will be able to access the site as listed below. Minor items remain for the contractor to complete today.
- Northshore Drive & Penrose Drive: To arrange an escort, please contact Police Chief Rich Headid at 712-253-6278. You can also call City Hall at 605-232-4276. Contractors will be allowed now in the impacted area. They must check in at the check point and follow code requirements as far as building permits on Northshore & Penrose Dr.
Residents and their contractors will be allowed access to the area to work at homes. Vehicles will be allowed (local traffic only). Green flagged homes will not require an escort. Red flagged homes within the checkpoint area will still require an escort to protect lives and safety. Those working on red flagged homes are required to complete a waiver form to conduct temporary reshoring operations. A building permit is required for permanent rebuilding efforts.
North Sioux City is entering a phase where residents likely will not see any construction progress on Northshore Dr. and Penrose Dr. for the next several weeks. Please understand this is not a North Sioux City issue. As the City awaits our Presidential disaster declaration, the City is taking the proper steps to ensure maximum FEMA reimbursement for expenses repairing and replacing critical infrastructure in the Northshore Dr. and Penrose Dr. areas. FEMA regulations require certain steps for bidding permanent utility and road restoration projects, and the City is following those regulations. If the City doesn’t proceed the right way, it could miss out on millions of dollars in federal assistance for city expenses. As soon as construction bids are received and contracts are signed, and as weather allows, utility and roadway repairs will resume.
